Position Summary and Purpose
The Program Accountant primarily supports the implementation of IOCC’s program activities in assigned country location(s). This position supports the effective and efficient financial management of IOCC programs, consistent with IOCC procedures and regulations.
Responsibilities and Essential Functions
- Budget Process: Contributes towards assigned country program project planning through the development and creation of program budgets; creates a master budget per project, with account codes and budget reference numbers; distributes and informs the relevant parties on each budget; uploads budgets with budget reference numbers into financial system, in accordance with policies and procedures; and reviews coding and project budgets, when requested.
- Cash Disbursements / Accounts Payable: Processes program invoices in accordance with established policies and procedures; prepares program check requests, bank/vendor wires, EFT, ACH, as needed; reviews and ensures all payments, including compensation, reimbursements, and expense reports for contractors or volunteers, are properly coded; records all related transactions in the Financial Edge system in a timely basis; works in coordination with the Payroll and Cash Disbursements Accountant; acts as back up for the check processing.
- Documentation & Insurance: In compliance with IOCC financial procedures, supports maintenance of copies of checks, invoices and supporting documents and other financial filing; works in coordination with the Payroll and Cash Disbursements Accountant regarding approved time sheets and leave request forms for assigned employees’ and contractors’ contracts; provides updates to procedures when necessary; organizes up-to-date electronic and original documents; ensures all project files are complete; maintains all assigned country lease and rental contracts, as needed; works in coordination with Senior Accountant and fleet manager to ensure proper insurance coverages.
- Reporting: Provides internal and external donor and management financial reports, when requested; supports annual or project audit process; and reviews other program donor reports, when requested.
Minimally Required Knowledge, Skills, and Abilities
- Software Applications: Advanced knowledge of Microsoft Office applications, especially proficient in Excel; knowledge of accounting software, preferably Financial Edge.
- Communication: Good communication skills (verbal, listening and written); ability to communicate effectively with diverse cultures and personalities; capacity to communicate expected policies and procedures; maintain a high level of confidentiality.
- Organization, Planning and Multi-tasking: Good organizational and planning skills; proven ability to set priorities, meet established deadlines in a fast-paced environment and multi-task with minimal supervision; tenacity for work completion and proven ability to work with competing priorities.
- Self-Management and Teamwork: Ability to work independently with minimal supervision and able to initiate and thoroughly complete tasks; able to work well as part of a team and foster teamwork; maintains a positive attitude; willing to learn and adapt new processes.

Minimally Required Education, Experience, and Training
- Bachelor’s Degree in Accounting or related degree/field
- 3 years of work experience in a professional environment
- Or, a combination of education and professional work experience that yields the minimally required knowledge, skills and abilities listed above
- Non-profit experience, accounting department experience is a plus
Physical Requirements and Working Environment
- No regular travel for position
- May talk on the phone/video calls for considerable periods of time
- May require bending, kneeling, crawling, standing, sitting, lifting up to 20 lbs.
- Standard office environment; mostly sedentary position; requires ability and dexterity to operate general office equipment like computer, copier or scanner
- Infrequent weekend and evening work may be required
Location
IOCC headquarters in Towson, Maryland. In-person position. Open to US residents only. Nothing in this job description restricts management’s right to assign or reassign duties and responsibilities to this job at any time.
Salary range – $55,000 to $68,000.
