This position is intended for international applicants, as this position is based out of our field office in Amman, Jordan.
Position Summary and Purpose
The Program & Partnership Coordinator (PPC) will work under the direction of the IOCC Country Representative for Jordan, and in close coordination with the Senior Project Manager and Project Manager, in ensuring the quality of IOCC’s relief, early recovery, and development projects in Jordan – in line with IOCC and donor policies, procedures, and requirements. The PPC will support the Programs Department in ensuring high quality implementation of project activities, adherence to IOCC project management processes, and supporting donor requirements, including reporting. The PPC will focus on building, maintaining, and growing IOCC’s relationships with key stakeholders. The PPC will assist in expanding IOCC’s operations in Jordan by collaborating with the Country Representative on business development initiatives. Additionally, the PPC will contribute to strategic initiatives and complete special projects, as assigned.
Country Overview
IOCC has operated in Jordan since 2005, offering humanitarian aid and development assistance to help Jordanians and refugees improve their lives and livelihoods. Following the outbreak of the Syria crisis in 2011, IOCC scaled up activities in both refugee camp and urban settings, where most refugees live. IOCC’s work in Jordan prioritizes serving and creating opportunities for people with disabilities, ensuring shelter and addressing basic needs, establishing sustainable livelihood opportunities, and supporting long-term food security and agriculture while promoting improved natural-resource management. IOCC’s work is supported by the US government via the State Department Bureau of Population, Refugees, and Migration (PRM), the Austrian Development Agency, Diakonie ACT Austria, and other international and private donors. IOCC works closely with relevant Jordanian governmental entities, including the Ministries of Health, Social Development, Planning & International Cooperation, Education, Labor, Agriculture and the Higher Council for the Rights of Persons with Disabilities. Since its establishment, IOCC has supported the Orthodox Church’s work in Jordan by implementing educational activities and providing nonfood items (e.g., school kits, hygiene kits, quilts) to reach those most in need.
Responsibilities and Essential Functions
- Project Management and Compliance: Supports the Jordan Programs department in implementing relief, recovery, and development projects in line with IOCC’s mission, grant agreements, donor regulations, and project goals to achieve objectives and serve target populations; ensures day-to-day implementation of assigned project(s) with visits to the field; conducts programmatic and financial data quality assessments with IOCC field staff and partners, ensuring documentation, compliance, and alignment with reporting; verifies project files and supporting documentation, coordinates with management to address problems with data quality; collaborates with the IOCC MEAL coordinator and project managers to ensure effective use of project management tools, supporting monthly reviews of documents, indicator tracking, and work plans; supports sub-recipient management process and capacity building, in coordination with the Senior Project Manager.
- Financial Management: Assists project and finance managers in financial oversight of assigned projects, including expenditure tracking, budget reviews, forecasting, and cash request support; partners with project and administrative teams on implementation of project-related procurements, including supplier selection, ensuring adherence to IOCC and donor requirements, and best procurement practices; participates in and, as assigned, leads the accurate and timely completion of internal and external financial reports.
- Business Development: Supports IOCC Jordan in strengthening its evidence base, including participating in and/or leading needs assessments and utilizing data, for project design; builds relationships with key stakeholders to promote future business development opportunities; supports the identification of new partners, including conducting sub-recipient assessments with key IOCC Jordan staff; in coordination with key programs staff, leads and prepares outward-facing project materials in preparation for donor visits and representation initiatives; leads project design workshops in partnership with IOCC staff and local partners; supports (and, as assigned, leads) concept note and proposal development process from concept inception to submission, including writing and budgeting.
- Representation: Represents IOCC in assigned coordination/working groups, forums, and meetings with donor, NGO, UN, government, local church, and other representatives; establishes, develops, and maintains contacts and relationships with current and new partners and other key stakeholders; organizes visits by donors, IOCC staff, and other guests to IOCC Jordan.
- Safety and Security: Ensures implementation of IOCC Jordan’s Safety & Security Plan throughout all project phases: planning, design, implementation, monitoring, and evaluation; adheres to and stays informed about IOCC and donor safety and security procedures and oversees their implementation in the field.
- People Management: Manages and supervises assigned staff for implementation of assigned activities and supports capacity development through IOCC’s performance management system.
- Country Specific: Monitors humanitarian, political, social, and other developments affecting IOCC’s activities in Jordan and shares relevant updates within the office; leads internal tracking process for reporting and report development, while ensuring relevant staff meet all applicable deadlines; supports the Country Representative in strategic planning for the IOCC Jordan office and development and implementation of plans and processes; performs other duties as assigned or required.
Minimally Required Knowledge, Skills and Abilities
- Technical Sectors Area Expertise: Experience designing and implementing humanitarian and/or development projects, particularly in a protracted refugee crisis; experience with monitoring and evaluation of humanitarian and/or development projects; knowledge of the Syria crisis and its impact on neighboring countries a plus.
- Relationship Management: Proven experience building relationships and communicating with key stakeholders, such as internal and external staff, partner organizations, donors, local actors, and others
- Project Management: Ability to thrive in an environment with changing priorities; proven ability to manage a variety of tasks and activities simultaneously; impeccable attention to detail and consistently accurate; resourceful with strong research experience and capabilities; organized to shepherd and coordinate information from various sources
- Cultural Sensitivity and Knowledge: Cross-cultural sensitivity required; experience working with a diverse, multi-cultural team; familiarity with key donor agencies (such as US government, European governments, ecumenical actors, and UN agencies) and their rules and requirements
- Communication: Advanced oral and written skills (English required with Arabic skills a plus); competence in understanding, interpreting, and communicating policies, processes, and procedures; ability to translate complex concepts to individuals at all levels; excellent analytical and conceptual skills; ability to tailor language, tone, style, and format of speech and communications materials for targeted audiences.
- Software: Applications: Advanced knowledge of Microsoft Office applications including Word, Excel, PowerPoint, SharePoint, and internet applications.
- Organization, Planning and Multi-tasking: Detail-oriented with strong organizational skills; proven ability to work well under pressure, set priorities, meet tight deadlines, and multi-task with minimal supervision; proven ability to coordinate multiple activities quickly and efficiently; ability to observe standard office policies and procedures.
- Self-Management and Teamwork: Ability to work independently or as a member of the team; ability to manage stress effectively in a fast-paced and changing environment and contribute to problem-solving; ability to quickly learn and fully support old and new systems, processes, and procedures.
- Confidentiality: Proven ability to maintain confidentiality on work-related issues and maintain a high degree of professional etiquette and decorum.
- Safety and security: Have and maintain an up-to-date knowledge of NGO safety and security procedures and have the ability to oversee implementation of such procedures at the field level.
Minimally Required Education, Experience, and Training
- Bachelor’s degree in international development or affairs or related field; or a combination of education and work experience that yields the minimally required knowledge, skills, and abilities. Master’s degree preferred.
- 3 years of experience working with an international NGO or donor on international relief or development programs; experience in partnership building and/or business development and knowledge of US government rules and regulations preferred; previous experience working within the Middle East region, preferred.
Physical Requirements and Working Environment
- Travel within the country of Jordan is required with potential international travel, as needed. Valid driver’s license required.
- Awareness of local customs and security situation and conditions
- This position may require bending, kneeling, crawling, standing, sitting, lifting up to 20 lbs. and walking for extended periods of time.
- Frequent weekend and evening work may be required
